Change to early release provisions relating to terrorist prisoners was not retroactive penalty

Legislation which had the effect of increasing the proportion of a prison sentence that prisoners convicted of terrorist offences would have to serve before being released on licence, from the one half set by the sentencing judge to at least two thirds, did not retroactively increase the penalty imposed on them.
